About Us

MobiliSE unites leaders around shared strategies and actions to address Southeastern Wisconsin’s transportation challenges.

Our work dates back to 1992, when a group of transit advocates came together to push for regional, multimodal transportation with local leaders. The Regional Transit Leadership Council grew from that effort in 2015, taking the work of our predecessor organizations to the next level -- a mission now clarified as MobiliSE.

We understand that a strong, healthy and growing Southeastern Wisconsin is one with a wide variety of transportation choices that meet the needs of modern commuters.

We convene regional leaders, advocate for transportation choices, and operate FlexRide Milwaukee, an innovative workforce rideshare service.

Our Team

Dave Steele - Executive Director

Dave Steele serves as the Executive Director of MobiliSE, overseeing day-to-day operations of the organization, including project development, grant administration, and partnership building. He has been in this role since 2018.

Steele has over 15 years experience in non profit leadership. Prior to MobiliSE Steele served as President of PAVE, a K-12 education advocacy group in Milwaukee. He has extensive experience in fundraising, program development, and advocating for meaningful change in Milwaukee and beyond.

Steele holds a Master’s Degree in Urban Planning from the University of Wisconsin Milwaukee, a Bachelor’s Degree in Political Science from the University of Wisconsin-Madison, and has participated in Harvard Business School’s Social Enterprise Initiative. A native of Milwaukee’s South Side, he resides in Milwaukee with his wife and is the father of three boys.

Joy Loomis - FlexRide Milwaukee Program Manager

Joy Loomis serves as the first-ever Manager of FlexRide Milwaukee.

Loomis brings more than a decade of experience in program management and evaluation to the position, most recently serving as the joint Transit Superintendent for Ozaukee and Washington Counties. She created the Washington Ozaukee Transit Connection, a program that uses the Shared Ride Taxi programs of each county to provide drop-off service across county lines. 

Previously, she was the co-lead of the Milwaukee Medication Assisted Treatment Partnership and was a Program and Policy Analyst for the Wisconsin Department of Corrections. Neilson-Loomis is also the Chairperson of the Ozaukee County Energy Action Committee and is a board member of the Wisconsin Department of Transportation’s Non-Driver Advisory Committee.

Loomis holds a master’s degree in urban studies from the University of Wisconsin-Milwaukee. She lives in Germantown with her husband and family.
